Oksana Mikheieva is the Chief of the Sociology Department at the Ukrainian Catholic University in Lviv. She is a member of International Association for the Humanities, Taras Shevchenko Scientific Society, Ukrainian Sociological Association; and a member of the Editorial Board of the academic peer-reviewed journals “Ukraina Moderna” and “East (Skhid)”.

Abstract

The Impact of the Non-Recognition by Ukraine of Civil Documents in the Donbas Uncontrolled Territories

Uncontrollability of the occupied territories of Ukraine and continuation of the military activity led to the significant complication of provision of the state services and registering documents confirming identity or state of a person. The present research defines the combination of such situations as "recognition or non-recognition of facts of life of a person by the state." The hard and traumatic identification procedure breeds the illegal services. This paper argues that most practices attributed to only one party of the conflict usually have a mirror nature and are the cross-border survival practices. This paper presents the results of field research performed in June 2018 in Stanytsia Luhanska (the single pedestrian crossing to the territory of Luhansk region not controlled by Ukraine), towns Shchastya, Sievierodonetsk, Sviatohirsk, and Sloviansk. The field research included the conduct of 45 deep semi-structured interviews with the representatives of three groups: residents of territories of Luhansk region not controlled by Ukraine (16 surveyed), internally displaced persons, who stay on territories of Donetsk and Luhansk regions controlled by Ukraine (17 people) and experts (12 people).
