Debates over Civilian Handgun Ownership in Wartime Ukraine
Ukraine has experienced debates about the regulation of civilian gun ownership (gun control) both before the February 2022 full-scale invasion and since. The war reshaped attitudes toward the role of the citizen in security, but without embracing a vigilante-style attitude toward public safety. The state prefers informal, non-legislative regulation, which is increasingly coming into conflict with civilian and international demands for more transparency.
Matthew Light is Associate Professor at the Centre for Crimonology and Legal Studies at the University of Toronto.
Aaron Erlich is Associate Professor of Political Science at McGill University.
